Add Contacts reference book endpoint to API

 We would find it useful if the Sales Contacts (and any other Contacts lists) Reference Book was available to query via the API for our integration utility. A sales order cannot have a representative set against it that is not in the list of valid Sales Contacts, but there is no way to get that list without using the DEAR client interface.
