Ability to add lines to the invoice, not on the order

Dear is hard coded to only sell what is on the order.  In some situations (ie not online sales) a customer makes a pickup order, and then adds items before finalizing the sale. 

Need to be able to add stock lines to the invoice tab, that aren't on the order tab.  Even if this is a selectable option in system settings.
