Transfer Reorder

Could we have a Transfer Reorder feature that functions in the same way as the Purchase Reorder? 

The MRP module is far to convoluted and doesn't behave as it should (Minimum before reorder does not act as a minimum threshold, it just adds to the reorder level, the transfer generated are glitchy and ultimately it's too complicated).
