Set product limits per sales order for sensitive lines.

We work in an industry where products can become limited in availability and we may need to introduce pack or product limits per sales order.  We can apply this through Magento for online sales but not for sales processed manually by the sales team.  We require the ability in Dear sales to apply a product limit for short or sensitive lines, per sales order.  Another use case for this is for the controlled drugs market in pharmaceuticals, where a retail outlet should not be able to order more than expected usage for some products.  The ability to set product limits per order would add control to this.
