Report scheduling not tied to client time zone

As report scheduling is tied to UTC and not the client's specific time zone, this means reports will not run correctly if you enter 'your' date/time parameters. And on the flip side, if you enter UTC parameters, it means I can't get certain monthly reports at the beginning of the work day, as need to wait (for my time zone) until midday for the Dear 'UTC' reporting to catch up. Obvious oversight in the set up of Dear - please fix.
