Dear B2B Portal - Make payment and shipping method sections optional

Dear B2B portal - Currently, having at least 1 shipping and payment method is mandatory. It would be a lovely improvement to have an option to not include shipping details and payment details. We've had to populate this with placeholders, as we cannot provide accurate shipping costs (we use dimensional shipping) through the portal, and we cannot therefore provide a payment option through the portal.  These placeholders then overwrite the carrier info in the sale order that has been set for the customer account.
