Production permissions

The "Edit completed operations" Role permission is useful however this setting would be a lot more practical if we could limit a user's ability to user the "Mark as Completed" button on Production Orders as well. 

We need to limit a user's ability to manipulate Productions Orders outside of the normal flow. We'd like to be able to allow users to fulfill the orders, but not undo completed orders or mark incomplete orders complete.
